Cosplay Help Please!

So I want to cosplay as Fuguki Suikazan, one of the 7 Hidden Mist Ninja Swordsmen from Naruto Shippuden, but there are NO COSPLAYS AVAILABLE for him anywhere online that I've searched so far! As if the cosplay didn't exist (which probably doesn't for some reason)... I've tried allanimedvd.com, ebay.com, cosplayfu.com... Nothing. So any suggestions? How do I make my own if that's the case? I really was hoping to cosplay this guy for Con-Nichiwa. Anyone that knows me personally, do you guys know anyone that can perhaps make cosplays? I'd pay them of course. Seems the wig might be the biggest problem for me on that cosplay if it were to come to
